No access to plugins at all

I am trying to add an extra button to a website and I am looking for ways to do so. However when I logged into the wordpress account, I get a very primitive dashboard and not tools. no plugins, no themes.. nothing. it is as basic as water. Hoes anyone knows why? It looks very different than other websites using wordpress I have edited before. I uploaded a pic of what it looks like to my cloud. Please help!
