Ninja Popup Keeps Popping Up

I have a drop down list where the user selects his country and an “I accept” button (the popup is a disclaimer for a financial service site). The button is connected to the drop down list via the “Open Url based on select box value” function.

When the user selects the “correct” country and clicks the accept button, the site reloads and the popup opens up again, even though there is a setting that I checkmarked that says “Do not open popup again”…

Any ninja popups ninjas in here to help me?
