nextGEN trouble

I am trying to install the nextGEN gallery and I can not seem to get it to show in my plugins to activate. Is it normal to only have changelog.txt and imagerotator.swf files in the nggallery file. I’ve tried downloading version nextgen-gallery.zip and nextgen-gallery[1].0.99.zip. Neither version put anything else into my nggallery file.
