newbie question about testing before going live

i would like to know if is possible to download WP and set up things without installing to a host web server? I don’t have a host yet, but want to play with WP and any theme before paying that expense. Is it possible? Can i just download it to my computer and try it out first? thanks for any help anyone can give me!
