The theme should handle the menu. If you used Elementor, then you should ask at their support forum.

Actually it looks like they only provide support to premium members and their community is via Facebook which I don’t use. So maybe I should just start again and not use Elementor if you think that might be the problem? It was recommended I use Elementor because it was popular and they provide good support but looks like that’s not true and probably not worth risking using them any further in case I have any other questions. I was hoping this would be a fairly common/basic issue and someone could point out something really obvious to me that I hadn’t done.

if the menu buttons don’t link to anything, it could also be a layering CSS problem.
does the mouse pointer turn into the ‘hand’ when you hover over a menu item?

Thanks Michael. No it doesn’t turn into a hand.
I was wondering if it might have something to do with CSS. I wasn’t sure if it was an Elementor problem or something to do with the permalinks too.
I’m feeling really clueless here. I don’t even know what the right questions to ask are!

I think it might actually have something to do with the fact that I have two versions of the Nav Menu in the header. The responsiveness was poor on mobile/tablet so I tried to make it a dropdown menu on those but a regular horizontal one for desktop. Then I had to disable the dropdown for desktop. Might not have been the correct practice.
It seems like it should work when in edit mode because I do get the hand sign when hovering over it but as soon as I go to Preview or Live mode it doesn’t work.
I’m not sure if it has anything to with Elementor either because I can’t even edit the Header in Elementor – I’m doing that in the Customize section.
Hope this extra info helps or clarifies. Any suggestions or tips would be appreciated otherwise I think I’ll have to start again.

Use the process of elimination to help you isolate the problem.
Go into Customizer and switch to a different theme.
See if the menu works in the preview area.
If so, your previous theme has the problem. (ask in theme’s forum or switch themes)
If not, either the menu itself doesn’t have links (just unlinked text),
or you did something with Elementor to mess it up (could be transparently overlapping or something so the click isn’t actually on the link or something else—who knows? I’ve never used Elementor).
