New Website Blog

Hi Guys,
I’m new to wordpress.
I am looking for a blog template that I can plug into my website.
I want to plug it into the root folder and I think I found out how to do that here: http://codex.wordpress.org/Giving_WordPress_Its_Own_Directory

But like I said I’m new to this so a little advice would be greatly appreciated.

How do I get to the step I mentioned of plugging it in?

This is the one I’m thinking about using: https://wordpress.org/themes/beluga

Do I just down load that and install it and off I go or are there some other steps for setting up the admin section and such?
