New Uploaded Image Link Redirected to wp-admin/setup-config.php

Hi,

http://www.goodnewspilipinas.com was a recently transferred website from another hosting. After uploading all the files and database, the site seems working normally.

I noticed a problem when checking the link of the new uploaded image located at http://www.goodnewspilipinas.com/wp-content/uploads/2017/11/savings-2789153_1280.jpg, the image does not show and instead redirected to wp-admin/setup-config.php with error

The file wp-config.php already exists. If you need to reset any of the configuration items in this file, please delete it first. You may try installing now.

All images uploaded after the site was migrated is not displaying. I checked the image file at FTP and cPanel manager and the image is confirmed uploaded at the correct location.

Checking the error_log from the root folder shows this:
