 * Can the link for the new topic take you to Create New Topic in “xxxx” instead
   of Your account has the ability to post unrestricted HTML content. This would
   be two rows higher.

 * I suspect you are not seeing it as you haave the admin bar present.

 * I do not have the admin bar visible but the theme (vantage) has a menu which 
   stays at the top and may be what is causing my problem.
