New owner of old blog

I am the new owner of a site that includes a blog. I can’t access the administration because the old owner has the password and didn’t tell me about it. Now I can’t contact them. Is there anyway I can get control for admin purposes?
PS, I don’t know much about this and realise I have a lot of reading to do, but I feel I need to get this sorted first.
