New blogs

I have a friend who has just asked if he could have 2 blogs, one for each of his websites. He wants to put an article on each of these blogs each week and he wants these set up so that the article titles and a little info are displayed on each of the websites (how do we get these titles and snippets of information to show on the sites?). I am new to wordpress and would like some direction on how to achieve this. Do we have seperately hosted wordpress sites (how do we do this?) or do we have them hosted on the original sites?

Could anyone please help with useful practical information to a complete beginner with wordpress?
