 * Can some clarify this for me
    - new Registrations allowed
    - user accounts can be registered
    - Logged in users may register new sites
    - .
    - Both sites and user accounts can be registered
 * Does this mean that site admin no longer has any control as to sites or user 
   being registered, and does this pose a problem in terms of security?
