On further observation it appears that the extra tables required for the database were not created

Some more details…
I originally tried to activate the domain mapping plugin, but received an error saying the application only works if the site is in / which I take to mean root directory and the original site is in a subdirectory .
A new installation was set up with wordpress now in the root but I now see the following
WordPress Settings Requirements
* Giving WordPress its own directory will not work in WordPress 3.0 with multisite enabled. It interferes with the member blog lookup.
I am now conflicted,as to the correct configuration

two different issues there.
No, domain mapping will not work properly if you have the installation something like yourdomain.com./inhere/
Because anything you map will have the folder name in it.

this is an entirely different situation. Do you have wordpress installed in a folder but working out of the root? Because that’s what this particular message is about. Not quite the same.

WordPress is set in a folder which is on the root
the config.php was edited to allow multisite
I received a message confirming that the install was successfull, but now the error message

Some editing to congfig.php and .htaccess required
however now database connect errors

Yes, editing the config and htaccess is required in setting it up and is outlined in the instructions I left above. You have to do them exactly as shown.

The db user has full permissions, still receiving connection errors,
