    I think the .htaccess file permission make this problem,

    Can you do this
    GOTO your upload folder and find the filebase folder then find the .htaccess file and change the permission deny to allow, its surly work for you.

    I changed/wp-content/uploads/filebase/.htaccess from

    Order deny,allow
    Deny from all

    to

    Order deny,allow
    Allow from all

    And [wpfilebase tag=fileurl id=1 linktext='New Member Forms Packet' /] still did not work.

    Also, http://httpd.apache.org/docs/current/howto/access.html says:

    The Allow, Deny, and Order directives, provided by mod_access_compat, are deprecated and will go away in a future version. You should avoid using them, and avoid outdated tutorials recommending their use.

    I even renamed ‘.htaccess’ to ‘htaccess’ and it still generated a 404.

    I think something’s missing with redirecting /download/ to the real file URL.
