I strongly suspect you are confusing wordpress.org with wordpress.com
Dot org: free from beginning to end. You self-host wordpress on your own hosting space and do whatever you want with it. With great power comes great responsibility.
Dot com: it’s a company called Automattic, founded by the founder of wordpress, and providing armies of developers to the development of WordPress, that hosts your blog for you, for free. But if you want to pay, you have lots of cool bonuses.
Long story short, try again with http://www.wordpress.com 🙂

if your site really is with WordPress.com, try to contact them via https://en.support.wordpress.com/
or try to get more information and help through the forum at http://forums.wordpress.com/
if you are referring to the site you have linked to your username here in the forum, then it is selfhosted based on WordPress.org (not WordPress.com).
in this case, clearly find out for what you need to update the payment method.
is it for the domain name?
is it for the hosting provider?
is it the theme support?
any other services?
