Need help with few advises about plugins, please

Hi all,

I am new at WP and this world. As you can imagine it is learning curve and there is a bit of a struggle sometimes :). I would really appreciate if you guys can help me with answers to my questions.

1. Where do I find and how do I upload locations for Australia to import them to my sites?
2. Does anyone know about any good plugin I can use for my customers to build their own profile portfolios (as in modelling,acting,dating…)?
3. What is the best way to make a theme that is not responsive…responsive? Would I use some good plug in or would it be better to build some app for mobile devices? If so any good plugins for that?
