Need help fixing a hacked functions.php file

Could someone with knowledge please help me fix a coding error? Someone hacked my site and replaced “‘” with weird code. I thought I fixed it but am still getting an error (Parse error: syntax error, unexpected T_CONSTANT_ENCAPSED_STRING, expecting ‘)’ in /home/bullet/public_html/content/wp-content/themes/bullet/functions.php on line 15).
