Need assistance getting mouse scroll to work on Customizr free version

Aloha!

I am currently using customizr free version. This is a fabulous free theme but I can’t get the mouse scrolling function to work. At first I thought I’d fixed it by turning off smooth scroll but it only worked for a few minutes. Now it’s still not working for me. I then searched this forum for advice and have tried turning off plugins one by one to ensure it wasn’t an issue with a plugin and that didn’t work. What’s the next troubleshooting step?
