Need advice on best plugin

I apologize if this has been asked before, but I have not been able to find a good answer in the forums.

I am wondering if there is a plugin that can create a customized form for each user that they can update as often as they like. The community is exclusive to apartment managers; I want them to input static information about their properties (e.g. # of 1-bed and 2-bed units, year of construction, location, etc.) that never changes. Then, I want them to have dynamic fields that they can update once a week (e.g. current occupancy, rent charges by unit type, etc.). So therefore, the static fields will remain the same (i.e. become a template) for each user’s posts, with dynamic fields that reset can be overwritten. I want to be sure that this information is being tracked by my database. I also want users to be able to view and export (.xlsx or .csv) files from other users.

I know it is a lot to ask, but maybe not unrealistic?? Does anyone know of an existing plugin that will support this? It seems like Gravity Forms, Formidable Forms and Form Craft come close, but not quite sure if these can accomplish what I am looking for.
