need a blog article plugin with an offer function

I need a plugin where my members (I’m using buddypress) can create blog articles,which can then be previewed in a gallery,and other members who have blogs can make an offer to publish them on their blog,of the offer is accepted they can then copy the blog content into their blog,can anyone tell me a plugin that does this,if one doesn’t exist then where I can go to request this to be written (for a fee of course)
