navigating to a page always shows the age verification

When you verify your age and you navigate away to a different page you get the verification again. I checked the cookies being set and there’s an age-verify cookie with a value of 1.

The weird thing is that this is a migration from a different host, so the DB is the same, the activated plugins are the same, etc. On the previous host it is still working properly. Also no caching plugins are activated. Any ideas on why this is happening?
