 * I just changed servers from a managed server to a VPS and it is all seeming to
work ok except durign the transfer over I lost my ability to use double byte
characters, the site is teaching Chinese students English online so double byte
   is definitely needed.
 * All my Chinese writing has turned into symbols and not sure why it happened,
guessing it’s a database error but thought I’d just see if anyone here knows
what hte problem might be. You can see the problem clearly on the page below.

 * My database collation was in latin1.bin and I changed it to utf8_general_ci but
I understand that is just how things are ordered so it obviously did not help.
What is controlling how my characters are actually being displayed here?
