My website issues

Ive created my website using wordpress well in the midst of creating and this is the second time this has happened it will come up saying webpage unavailable or (ERR_CONNECTION_TIMED_OUT) also it won’t let me log into my wordpress account and tells me my password and email is incorrect… but when i use a proxy i can enter my site and log into my wordpress account ? what’s the problem? how do i go about resolve this issue
