Hmm so you are actually able to upload files but it takes quite a lot of time? If so then the upload speed actually depends mainly on your server, from the PHP level it is not really possible to control it, that is the PHP will try to upload the file as fast as possible.
You can try asking your hosting tech support, if they can somehow increase your upload speed limit, often the server administrators are setting the limits on the upload and maybe the support will be able to help you.
In one of next releases, i am also planning to add an upload progress so the users will at least see that the file is being uploaded.
