My Popup isn't appearing

@wpeace – with admin debug enabled it will only show for admins with permission to edit that popup. It also doesn’t use delays for debug mode as that would defeat the purpose of seeing it show up everytime if you set the delay to long. It is meant as an instant open function to test that everything looks correct and the popup does in fact show.
