multisite user is not logging in properly at subscriber level

Hi there..
I’m running a multisite admin network at http://godigie.com .
When I create users, I cannot login to them, it shows, no sufficient privileges. admin url is http://godigie.com/admin.
Also I had repaired the database tables but of no use. Please guide.
