Multisite register_nav_menu

Is there a way to allow a multisite owner to create menu items which form part of other networks.

For example, to build a menu containing items which another network owner has created? At the moment the custom menu in wordpress seems to be solely tailored to a blog by blog basis. Any guidance on achieving this level of functionality appreciated.
