Multisite Child Not Behaving Correctly

My multisite child, http://www.cloverport.com/school_test_site/teacher1/
is not displaying CSS at all, and just try to go to
http://www.cloverport.com/school_test_site/teacher1/wp-admin
because you can’t get there. It acts like it doesn’t know what the backend is.

Any clue what this is or how to fix it?
