Multisite – add a new site and networking is not appear

    Hello,
    first i disabled all plugins.
    i installed MU Domain mapping for accesing to my master domain from different domain.
    I edited to my wp_config.php these;

define('BLOG_ID_CURRENT_SITE', 1);

define ('WPLANG', 'tr_TR');

    I copied sunrise.php from /public_html/wp-content/plugins/wordpress-mu-domain-mapping to /public_html/wp-content/ .

    I inserted the another domain on my cpanel from parked domains.

    All of them is true ; but “add a new site” is not appear under my sites. also same problem “network” under tools.

    I have dedicated ip adress ; only i could not restart apache server (the service restarting can affect other hosts.)

    What is my fault ?
