Multiple shipping items

So I’m new to woocommerce but I’m really loving it!!

I have a client who needs flat rate shipping on a single product order and on a group of 60 orders.

So for a single order $7.50 flat rate shipping
For 60 a flat rate of $7.50.

Is this possible to set up? Have a number like 60 of one product be a flat rate?
