    Hello!

    Can a second user load the forms for editing or add to a few approved fields?

    sure, you can achieve this with the filters provided prior to the form loading.

    its a litle complicated but achievable. Using the post query filter (as describe in this answer to one of your previous question), you can control the submitted for post that is being loaded to pre-fill the form.
