Multi user article submition setup input please!

I’d like to get some input from you guys about a site I’m keen at setting up and interested in your ideas.

I’d like to keep everything as simple as possible and use the default TwentyTen theme and plugins in the repository rather then tweaking a doing any code to run a similar to this http://www.worldvillage.com i’m not really interested in the Google ads and making any money from it and not wanting to directly copy it i have my own topic and subject, concept etc in a niece area and another Country for that matter to do it on.

Just brainstorming what angle to take at this and suggestions of what plugins to use. The site is simply going to just be users submitting articles with a good filing system to be able to search for articles and very communal oriented.

Do you think TwentyTen is the right choice to cut it for this? I have set up Multi sites and created a brand new site for it. Just brainstorming now on what be best!
