After you do all the steps, yes. if you go back to the setup page it will tell you a network exists. because you just set one up.
Is the network admin link present in the drop-down in the upper right, next to your name? If so, click it.
make sure after setup that you clear your cache before you log back in.
I tried to clear the cache on my browser and also used other browser to check it. But there’s no option or link that say network admin.
Look in the database. Are the extra tables all there?
Try accessing the menu directly at /wp-admin/network/.
what are the extra table im be looking here?
wp_sites, wp_sitemeta, for starters.

Did you follow all the steps? Add in the rest of the network settings to your .htaccess AND wp-config?
By your username, there’s a drop down.

Just type it in the URL spot in your browser.
@ipstenu yes i did follow the guide… @andrea_r I did that but i only see the site and still not have the network and option to add site
