Multi-site can't add location except in first blog

    Thank you for an excellent and versatile plugin! ( 5.5.2)
    I am running multi-site, and trying to add a location in a blog other than the primary. The user is an editor in the secondary blog. Setup: Locations on Main blog is set to yes. (But it says sub-sites can still create locations, they will just reside on the main blog). Under user capabilities, editors can do everything with locations.

    In the secondary blog, when the editor goes to events manager/locations and tries to ADD NEW, the following message is received: Unauthorized Access
    You do not have the rights to manage this location.

    When, instead, I tried to add the location with the event, it choose the default location.

    Any suggestions are appreciated.
