    HOWEVER
    What I am not understanding, or reading, is on my new server do I create a NEW wordpress install then change the files, or just create the same directory I had all the files in on my old server and upload my backup to it, then create a database then import the saved database I downloaded?

    from my past experience many years ago trying to do this by uploading everything it did not work. so I have to do a new install of wordpress then overwrite the files with mine?

    confused.

    also the users and passwords should stay the same?

    You can go either way, just create an empty directory with the domain attached and empty database then move the files over, or create a new installation with the domain attached and overwrite everything.

    Either way, you will need:

    1. A directory on the new server with the domain attached.
    2. A MySQL database.
