The proper way of doing this on your blog page would be actually editing your blog page template and swap positions of those elements.
The easier way of doing would be using custom CSS and position the title absolutely to the top of the article element, please try adding something like this in the style.css file of your child theme or add it in your site using the following plugin:

.blog header.entry-header {
position: relative;
}
.blog .entry-header h1.entry-title {
position: absolute;
top: -60px;
}

Hi,
Thanks for this! It’s partially worked; it’s moved the header but the blog or excerpt text (I tried both) now overlap at the bottom of the featured image (www.flamingoforngos.co.uk/blog). I’ve tried having the full blog text and having an excerpt instead. I’ve also tried changing the size of the featured image but the issue persists. Any ideas how I can solve this overlap?

Please try adding the following CSS as well:
.blog header.entry-header {
margin-bottom: 60px;
}
