I have my domain registered with GoDaddy and just transferred my web site from Go Daddy to WordPress. However, it is not letting me set up the site as a web site, only a Blog. I am very very new to this all and need help getting started. How do I obtain my web site and set it up with WordPress?

Are you trying to get set up on WordPress.com or on another hosting provider? Check this out if you are unsure. http://en.support.wordpress.com/com-vs-org/

Honestly, I am not really sure. I know that I want a web site, not a blog and that I would like to create it thru wordpress. My site was thru Go Daddy, along with the domain and hosting. Can I keep Go Daddy as the carrier of the domain and the host but build my site thru wordpress.org?

No - wordpress.org does not host any sites. wordpress.com does.

Im so confused... and frustrated. I guess I'll just continue on with changing my former Go Daddy web site to a WordPress Blog, even though I dont want a Blog.

You can use WordPress to create any kind of site that you want. It's not just a blogging tool.

Even if the format is set up for blogging? I set up a different web site yesterday and am working on a new one today- that Im transferring. It wont let me move the web site to a wordpress web site- only to a wordpress blog- with different options on the dashboard for modifying it. How do I get it to be a web site?

What format? You decide how to st up your site. If you want a blog site and you set your site up as a blog, it will be a blog. And vice versa.

How do I get it to be a web site?

By using Pages instead of Posts and turning off all commenting.

The dashboard that I am using right now does not have the same Themes that the one I used yesterday (when setting up a site from scratch) had.
I think I understand what you mean about not using posts, just pages and turning off commenting. Forgive me for not knowing this- I am brand new to this all and am just starting, as of yesterday, to help a family member who cant even turn on a computer.

If you were using a wordpress.com site previously, then you would have had a choice from x installed themes but no option to upload any other themes. On a self-hosted WordPress site, you currently have only 2 themes initially: Twenty Ten and the default theme, Twenty Eleven. If you want more themes, you can install them via Appearance -> Themes -> Install Themes.
