You need to be more specific. How did you transfer the files? FTP? Are the images, plugins and theme files literally not on the new server? Or are they there and just aren’t being recognized? Did you transfer the database along with the files? What errors, if any, are you receiving?
I transferred the files through FTP. All the images show in Filezilla. I uploaded the database onto to the server but didn’t do it through Filezilla. I didn’t receive any errors, the plugins and theme are not on the wordpress site.
Do the plugins and theme appear in the Plugins page in the dashboard and under Appearance > Themes respectively? Perhaps for some reason they are inactive.
Incorrect permissions can cause things not to show up, so you may have the wrong permissions set on your wp-content folder (or the themes, plugins, and uploads folders within it) – that would certainly explain why you are experiencing the same problem with images, themes and plugins.
A lot of documentation online will refer to how to check and edit permissions via the command line but you can actually do it via FileZilla as well, by right-clicking on the folder and clicking “File permissions.”
The permissions on the working site I am currently working on are 755 on the wp-content folder and all folders within in it (i.e. themes, uploads, plugins, and the folders within those i.e. each individual plugin and theme folder). The files within my theme are set to 644.
The changed the file permissions, but still nothing is showing up. Do you think I need to transfer again, to see if that brings everything up?

That’s not sufficient. They also need to be registered in the database. Try using http://wordpress.org/extend/plugins/add-from-server/

When you say you uploaded the database, what did you do? Did you import it through PHPMyAdmin or a similar tool?
