Moved Domain – Media Library Blank

Hi

I installed a fresh copy of WP and moved over all the plugin, theme and uploads folder files via FTP. I manually setup the pages, posts and settings.
But all my media files (images) are not appearing within the Media Library and the front end of the site.

What is the best way to get the images setup again? I assume I just need to get them setup in the database?

Note: I did not copy over the database in the first place because there were multiple unknown issues with the old site. Hence I started afresh.
