 * If you use someone else’s theme as like a starting block for you own theme, can
   you say the theme is made by you, or made by bob and modified by you?

 * The latter, unless you modify the theme so heavily that it in no way resembles
   the original.
 * Of course, unless the work is copyrighted, there is nothing apart from your conscience
   and decency from claiming the work is your own.
