On one of the free themes it has the option to list a progress bar. I am able to see it when viewing the under construction page but on the admin menus (of the free version) there is no option there to set the percentage complete. Please help.

The percentage is calculated with respect to the date and time you configure the plugin, and the expected date and time to end the maintenance mode value that you configure on General tab of our plugin settings.
