Modding comments to include the Write Post quicktags

    I want to include the Write Post quicktags in the comment post form. What line of code do I need to include in comments.php and comments-popup.php write before the <textarea id=”content”…..> to do this? I do NOT want a plugin that includes similar quicktags.
