no plugins yet that would assist in making the site more mobile friendly. I wasn’t sure what to go with? And what would help this one issue I am having..

problem is in the cart, (on mobile device) when calculating shipping. Drop down boxes are almost completely gone.

I see what you mean. Just that section is pushed to the left and mushed together.
I have never used WooCommerce before, but in the settings is there a way to choose the width of stuff? You may have accidentally clicked a settings or need to change a setting for the width of that box.
You could try some CSS like this.
