Please go to Theme Panel > Scripts & Style, disable all – save settings, then enable it again. Clear cache and check it works or not.

Have you installed the Ocean Extra plugin? After installing this plugin, you will see it under Dashboard > Theme Panel

I just checked your site but didn’t see the issue as you mentioned.
Let me try to explain again.
When I am using the desktop view, everything works properly. The anchor links work. When I go to the mobile and I click on any part of the menu, instead of simply moving down the screen until the part desired, the website refreshes and it stays in the HOME area.
This is the point.

It is not working because you have hidden the section to display in mobile mode. Try to edit the page with Elementor > Click on a section > Advanced > Responsive and disable the hidden on phone to make it work.
I have done what you had asked me to do. Yet, the menu still doesn’t work as expected. There are some parts which work but others don’t.
