Is there any way you could contact your theme’s vendors/ authors of this issue? I’m sure they’d be in a better position to help than us.
Ho I was thinking that this is the right address can’t I just take from some where else and copy that file?

If you’re saying a JavaScript file that’s needed for the mobile menu hasn’t loaded then there’s an underlying issue in your theme, a PHP issue not a JavaScript one. It’s very difficult for us to help with those unless it’s a theme distributed on WordPress.org that is made public and follows the consistent coding conventions.
Ok so your advice is to make contact with the theme maker?

most of the paid theme distributor have dedicated support. feel free to contact.
another question if its ok?
i installed a plugin that give me a nice working menu but the old one (that not working) is still there… do i have a way to delete/hide it?
