on certain countries:
Can you specify which countries are triggering this error for you? The billing country field is enabled on your site?
This error could be caused by a potential plugin or theme conflict.
Which theme are you using? Could you please also give it a try with the regular WooCommerce checkout shortcode, in case you are using any custom checkouts, e.g. from the Divi theme?
You may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for WooCommerce and PayPal Payments to see if the behavior persists.

To answer your questions :
– certain countries = Saint Martin, Saint Barthelemy
These are french territories in Carrabeans.
I have made a test with another french territory : La reunion, it works well, because the field Area/Department is removed while on my issue it is still active and must be filled.
– for billing countries : on my woocommerce settings, I can sell to ALL countries
– Theme : UNCODE by Undsgn
– Plugin/theme conflict : I couldn’t find any conflict on my test, the issue still here.
I’ve already took orders in these geographic area with paypal standard, but none since I switch to woocommerce paypal payment. I missing business…
What’s your point on view on this ?
