Missing User Panel

Hi,

I am missing the “Users” administration panel. I am working with a site established by someone else, so I do not know if this tab was ever in place or not, and I have no idea why it would be missing. I have just taken over as web editor for my college paper and I need to create a few more users with the ability to post to the blog so our editors can post stories without going through me.

I am also missing “Plugins” (no, this is not a wordpress.com site), and “Options.”
