 * I have a problem, wp loads the css only if I am logged in to the site, what could
   be the cause?

 * There is absolutely no CSS file loading from your theme, it’s not even referenced
   in the page source.
 * Are you using a cache plugin? If so, find its instructions for a complete uninstall(
   it’s always more complicated than just deleting the plugin) and see if there’s
   any improvement after that.
