The admin doesn’t see the Plugin-menu on the left side. When I login with my super admin account, I see it. I changed the rights of the admin from Administrator down and up again, checked the entries in the database and all users have the same rights. Next I told the admin to clear cache/cookies and try again – nothing changed. He uses Firefox just like me, but we don’t find the problem. Go to the multisite section, at /wp-admin/network. Click Settings->Network Settings.
