If the Cookie Policy as well as the back-end translations have reverted to English, that does sound like the translation files might be missing (or corrupted).
Perhaps you could first try to re-scan for newly found translations in WPML, under “Theme and Plugins localization”.
If the above doesn’t work, I would suggest trying to update the translations under Dashboard > Updates > Update translations. Temporary disable WPML and then try to download the missing languages using this option.

I tried all steps but unfortunately no success. Do you have another idea or is there a way to update the corrupted or missing files manually?

I’m not sure whether the translation files are supposed to be manually overridden while WPML is active. I think that in this case, the best course of action would be to ask the team over at WPML for assistance with this.
I expect that their support team can provide some more insights as to the cause of this issue.

I dind’t contact WPML yet but I think, I found a fix. I removed all files named complianz-LANGUAGECODE.mo and complianz-gdpr-LANGUAGECODE.mo in wp-content/languages/wpml. Not sure if that’s an elegant fix but at least the cookie policy pages and the Complianz backend are working in all supported languages again.
