Is there a specific case why you need it on checkout page?
I am asking this because the coupon code form is also presented on the cart page.

I think this was a tough decision.
Our shop, like many others, goes directly to the checkout page instead of the cart.
It would be nice if we could have at least the choice to enable it again, otherwise we are forced to change theme (and it would be sad, because it’s a great theme 😉

Best to keep default WooCommerce features on by default, otherwise people go mad trying to debug why features like this are missing.
